Russian-Turkish Agreement for toppling President Bashar al Assad's Government in Syria

A hacking incident involving the email of a Russian (or Turkish?) diplomat reveals the existence of a Russian-Turkish understanding regarding Syria and the determination of Syrian President Assad and his government's fate, dating back to at least November 2024.

And according to the document this criminal coup took place by the involvement of:
- Russia
- Turkey
- The current (Joe Biden) and upcoming (Donald Trump) US administrations,
- United Arab Emirates,
- Saudi Arabia
- Qatar
- Israel

Ankara, Moscow, Date: .... /...../ 2024

In light of the communications conducted in recent weeks regarding the fate of the Syrian President Bashar al-Assad, his regime, and his government—with the participation of the current U.S. administration, the upcoming U.S. administration, the United Arab Emirates, Saudi Arabia, Qatar, and the State of Israel—the Russian Federation and the Republic of Turkey have agreed as follows:
The Russian Federation Guarantees:
1) Syrian President Bashar al-Assad, in his capacity as Commander-in-Chief of the Syrian Armed Forces, will issue the appropriate orders as he sees fit to all of his ground, naval, and air forces, and all other formations and security agencies, to not resist or use any weapon against the armed opposition forces (Hay'at Tahrir al-Sham and the National Army) as of 00:01 on (...) December 2024.
2) The Syrian President, in his aforementioned capacity, will issue orders to all his military and security forces to lay down their arms, abandon all indicators of their military status, and evacuate their positions.
3) The Syrian President will leave the country no later than midnight on (...) December 2024 and will transfer all his constitutional powers at least one hour prior to Prime Minister Mohammed al-Jallali, not to Vice President Faisal al-Miqdad or Deputy Minister of Defense Ali Mahmoud Abbas.
4) The Syrian President, along with his family and whoever he chooses from his entourage, will leave the territory of the Syrian Arab Republic no later than 24:00 on (...) December 2024.
5) The Turkish side will be informed of the timing and route of the Syrian President’s departure convoy.
6) The Russian Federation will regroup its forces stationed on Syrian territory to the Khmeimim Air Base and/or the Tartus Naval Base as soon as possible, no later than the end of (...) December 2024.
7) As of 00:01 on (...) 2024, its forces—whether land, naval, or air—will cease all offensive operations against the aforementioned armed Syrian opposition forces, regardless of their location.
8) From the date of his departure from Syrian territory, the Syrian President, or any member of his entourage, will not be allowed to engage in any political or media activity, especially against the new authorities in Damascus, for no less than one year.
The Republic of Turkey Guarantees:
1) The security and integrity of all Russian military, diplomatic, consular, and religious sites in Syria, as well as any fixed or movable military or civilian equipment, will be respected by the aforementioned armed opposition forces as long as they bear the Russian Federation’s flag.
2) The security and safety of all entities affiliated with the Russian Federation—whether diplomatic, military, or civilian—will be guaranteed as long as they are located in areas controlled by the aforementioned armed opposition forces.

**Notes**
1) It is evident that all dates were left blank to be agreed upon and finalized in the final version.
2) The draft bore the stamp of the Turkish Ministry of Foreign Affairs. This strongly suggests that the draft was originally prepared by Turkey before being presented to the Russians for approval and/or to add their comments.
3) The first page bore, in the upper right corner, a handwritten Russian note stating, “Must be referred to the legal department for review” (prior to final signature). It appears that this note was written by Russian Foreign Minister Sergey Lavrov, as can be inferred from the initials of his full name in Russian: Сергей Викторович Лавров. Importantly, the date of this note is November 28, 2024. It is known that Bashar al-Assad was still in Moscow at that time, having arrived the previous day (November 27) for a meeting with Putin, which was delayed until November 30 due to Putin’s participation in a regional conference in a former Soviet Central Asian republic.
4) The same page bore another handwritten note on the left margin in Russian, seemingly written by the legal department of the Russian Ministry of Foreign Affairs or an officer from the Ministry of Defense or General Staff. The note, though difficult to read, appears to insist that the understanding must include a reference to the Russian military bases in Syria being governed by an agreement between the two states (Russia and Syria) and therefore subject to international law.
